At the onset of construction, developers of The Village at Leesburg will be responsible for building a new interchange and overpass at Market Street East/(Route 7) and River Creek Parkway. These transportation improvements will eliminate the need for the traffic signal at the intersections of Market Street East and River Creek Parkway, and the signal at Market Street East and Cochran Mill Road (Route 657).

Additionally, two new roads called for in the Leesburg Town Plan will be built -- Crosstrail Boulevard and Russell Branch Parkway. The interchange and roads will be built at no cost to Town of Leesburg taxpayers and would otherwise remain unfinished.

Pedestrian and bicycle access will also be provided along all major streets and will connect to existing trails.
